Assuming this is true, I think the most probable explanation is that there is a non-uniform probability distribution for the Pokemon that hatch from 5km eggs. They put the gen 1 regionals in 7k eggs for a limited time so if you hatch them, it is likely an old egg. That means that travelers will have to hatch eggs from home to make room for European eggs, and each of those eggs only has a small chance of hatching Mime Jr. It can’t be encountered or caught in any other way. Uhhhhhhhh yeah, there was an event awhile back that 7k eggs from friends in different regions could provide regionals limited to that area. Mime, Kangaskhan, and more can only be found in certain parts of the world.

The math just isn't adding up on this. On one hand, it encourages people to travel, which is what Pokémon GO is all about.

This means that if you get a 5km egg from a Pokéstop in Europe, you have a chance to hatch a Durant or Pansear, even if you travel to America or Japan before hatching it. Presumably, the little guy stood there for a couple of minutes and it has never been seen again on the whole continent.
2k ones go by quicker, but I always seem to have about 6-8 slots taken up by 5k eggs and 1-3 by 2k eggs, with 10k eggs being super rare (maybe 10 so far total of my 180 eggs). So you wouldn't get it from any recent eggs. I've taken a screenshot of the last 67 eggs that have hatched.
On the other hand, usually that means travelling down to the park and getting some exercise, not going to the other side of the world. So I hatch a lot of eggs, and have walked over 100km while playing Pokemon Go in the last 12 days since I started playing.
Where you collect the egg could play a part in what hatches from it.

Before looking at that data, I predicted "over 50%" of the eggs I've hatched have been 5k eggs. That's reasonable, you might say--after all, there are a ton of Pokemon you can get from a 5k egg so it's rare to get one.
However, despite player’s hopes that it would be released worldwide, it will also be linked to these regional eggs, only appearing in 5km eggs from Europe. Some people claim you can get the pokémon that are not in your region from eggs. I do think that some Pokemon are more common from eggs, it doesn't seem like there is an even chance of each Pokemon. I have hatched 142 eggs now and over 70% were 5km I'd say and I have never received a region locked one...I am pretty sure I have never hatched a tauros either (not that I'd want to they are everywhere here). The reason I say this is because I've seen with my own eyes a guy at Mexico hatching a Mr. You don't get them any where else other than specific events... Eggs are all the same.
